the Water Supply and Sanitation Collaborative Council is a leading international organisation that enhances collaboration in the water supply and sanitation sector, specifically in order to attain universal coverage of water and sanitation services for poor people around the world. In the short term, the future of the Council is linked with the implementation of the Iguaçu Action Plan (IAP). Its goal, in the time frame 2000 to 2005, is to make significant progress towards the VISION 21 target of halving the unserved by 2015. To achieve that goal, its immediate purpose is to advocate and support the adoption of VISION 21 principles. The WSSCC is heavily involved in the development of the HCES approach and the guidelines for its implementation. - Flacso
