Politik-Foren im Bereich der Wasser- und Umweltgovernance

Politik-Foren sind leicht institutionalisierte und stabile Formen von Governance-Netzwerken, in welchen staatliche Entscheidungsträger, Interessengruppen, Stakeholder und Wissenschafter sich mit Politikproblemen in bestimmten Bereichen auseinandersetzen. Insbesondere bei neuen, komplexen Problemen in Bereichen wie Klima- oder Energiepolitik geht man davon aus, dass horizontale, informelle und inklusive Governance in Politik-Foren sich im Vergleich zu hierarchischen, von der Verwaltung geleiteten Steuerungsformen besser zur Konfliktlösung eignen. Dieses Forschungsprojekt analysiert die Rolle, welche solche Politik-Foren für das Funktionieren der Wasser- und Umweltgovernance spielen. Genauer versucht das Projekt herauszufinden, a) was Politik-Foren genau produzieren und wie dies zu Entscheidfindung und Konfliktlösung im Wasser- und Umweltbereich beitragen kann, und b) wie die Ausgestaltung, das Management und die Interaktionen innerhalb von Politik-Foren ihre Möglichkeit, Beiträge zur politischen Konfliktlösung zu leisten, beeinflussen.  

Zur Beantwortung dieser Fragen sieht das Projekt vor, Politik-Foren auf zwei Ebenen zu analysieren, das heisst auf der Ebene des Forums sowie auf der Ebene der Mitglieder des Forums. Dazu werden verschiedene Schweizer Umwelt-Politikforen wie “Wasser Agenda 21”, “Energie Schweiz”, “Wissenstransfer Wald Schweiz”, “Forum Biodiversität”) miteinander verglichen.

         ists. They are said to produce different types of outputs, from simple actor
          coordination to position papers and implementation documents, but their pro
         ductivity has also been questioned. Metagovernance strategies can improve th
         e capability of policy forums to produce outputs. To determine how different
          metagovernance strategies influence the capability of forums to produce joi
         nt position papers, 29 policy forums in the Swiss environmental sector are c
         ompared through a qualitative comparative analysis. Results indicate that me
         tagovernance strategies such as state actors as forum members or majority de
         cision rules need to be combined with small forum size or low actor heteroge
         neity. Furthermore, forum foundation by the state complicates the production
          of position papers.
