          of political and societal actors repeatedly interact. Policy forums are imp
         ortant elements of modern governance systems as they allow actors to learn, 
         negotiate, or build trust. They can vary in composition, size, membership lo
         gic, and other distinct features. This article lays the foundation of a theo
         ry of policy forums based on three interrelated elements: First, it discusse
         s conditions for the formation of a forum and describes the logic of these o
         rganizations as one of an asymmetric multipartite exchange. Second, it enume
         rates the potential set of goals and motivations of participating actors tha
         t are fed into this exchange. Third, it proposes eight different dimensions 
         on which policy forums differ and which affect the exchange mechanisms among
          actors. We claim that empirical work on policy forums should systematically

          coordination to position papers and implementation documents, but their pro
         ductivity has also been questioned. Metagovernance strategies can improve th
         e capability of policy forums to produce outputs. To determine how different
          metagovernance strategies influence the capability of forums to produce joi
         nt position papers, 29 policy forums in the Swiss environmental sector are c
         ompared through a qualitative comparative analysis. Results indicate that me
         tagovernance strategies such as state actors as forum members or majority de
         cision rules need to be combined with small forum size or low actor heteroge
         neity. Furthermore, forum foundation by the state complicates the production
